Local environment in strategy of sustainable development

abstract: The sustainable development perceived as a balance between the economic growth and the natural environment gains is a primary task to be accomplished in the strategy of rural area development. It is not possible to make any progress in work through the local ecodevelopment policy goals, until the barriers to the sustainable development are held impenetrable. The fundamental obstacles are as follows: i) the limited financial means and resulting difficulties in carrying on of economic activity in the ecodevelopment-related spheres, ii) the limited feasibility of exercising the local self-governments' control over the observance of the ecodevelopment provisions, and iii) the limitations arising from the insufficient ecological knowledge of inhabitants. The strategy of the social progress and economic growth development in the rural areas puts the stress on the potential of local milieus. The rural areas develop new capacities to the environs, of which those of environmental protection, tourism and recreation are most frequent. The identity preservation within these areas can not succeed without the participation of their inhabitants. The concern with the nature and landscape values is a primary task and its accomplishment should be administered and controlled by the local self-governments.
